- the Abidjan Medical Unit (AMU).Access to essential medicines is one of the major concerns for MSF Medical and Operational departments.

Through their expertise and in collaboration with the other departments, the Pharmaceutical unit is responsible for the policies related to the procurement, management and use of medicines, therapeutic foods and medical devices in the MSF missions/projects.

The core activities covered by HQ pharmacists range from assessing the quality of pharmaceuticals to establishing good storage and distribution practices and dispensing activities, enforcing standards WHO practices all along the lifecycle of pharmaceuticals.Pharmacy management is a highly transversal domain involving different departments.

The pharmaceutical activity of MSF Belgium, as authorized pharmaceutical distributor, consisting of the purchase and dispatch of medical products to the missions, is covered by an official export license issued by the AFMPS (Agence Fédérale des Médicaments et des Produits de Sante – Federal Agency for Medicines and Health Products) also covering specific authorizations for the management of narcotics, psychotropic drugs, precursors and medical devices.

The management of MSF Belgium must therefore comply with the legal requirements and appoint a responsible pharmacist.As the Responsible Pharmacist & Pharma unit coordinator, you coordinate the Pharmaceutical unit and ensure compliance to the specific national and international regulation and you are the formal counterpart for the regulatory authorities.

Your name is reported on the WDA (Wholesale distributors of medicinal products) issue by the Belgian National Drug regulatory authority AFMPS.You are hierarchically accountable to the OCB Medical Director and accountable for the ‘responsible pharmacist’ part to the MSF OCB Deputy General Director.

You are also part of the Pharmaceutical Unit (Medical department) and work in close collaboration with the Supply Chain Department.MAIN RESPONSIBILITIES OCB Pharmaceutical Unit Coordination Coordinate the unit, the division of tasks and activities among the members of the Unit considering the role and the workload of each and maintain the cohesion in the teamCoordinate the elaboration of the Pharma Unit Action Plan and the Pharmacy Medical Activity ReportDefine the unit’s strategic vision in collaboration with the medical director and the unitRepresent the Pharma Unit strategic vision in inter-departmental platforms / meetingsManage the operational pharma Mobile Implementation Officers (MIO) and the functional manager of the Supply Chain department pharma and other pharma positions Work in close collaboration with the Section Pharmacist.

The unit setup and the distribution of roles to support coordination and representation activities having yet to be defined MSF OCB Responsible Pharmacist Cover the role of Responsible Pharmacist position within MSF Belgium to enable the organization to provide a quality service and fulfil its mandate while complying with the international pharmaceutical legislationBe the official and legal counterpart for the Belgian National Drug regulatory authorities for any relevant pharmaceutical issue concerning MSF BelgiumParticipate in all decisions likely to impact MSF Belgium’s pharmaceutical distributor’s authorization status that will be subject of a risk analysis involving all concerned counterpartsEnsure the adherence to the EU GSDP requirement (Good Storage and Distribution Practices) by:

Coordinating and completing all drug withdrawal actions in a timely manner in close collaboration with the MSF Supply Responsible PharmacistEnsuring that OCB missions complaints, on medical products, are dealt with effectivelyEnsuring that any additional requirements imposed on certain products by national law are met Good Storage and Distribution practices in MSF projects Define for OCB the policies and guidelines for the Good Storage and Distribution Practices of pharmaceuticals and collaborate with the Log-Supply department for their implementation Work in collaboration with the Medical Supply Chain referent to support the development of GSDP (Good Storage and Distribution Practices) tools for communication, training, self-inspection, procedures to ensure compliance Set, in collaboration with the Section Pharmacist, the minimum requirements for storing and transporting medical productsWork together with Log Department and Supply Department to provide support for the layout of medical warehouses and pharmacies Pharmacy and Medical Stock management Set the standards and expectations as stock owner on behalf of the Medical Team for medical stocks managed by SupplyEnsure proper pharmacy management in distribution pharmacies and end-user units including structural management (size, layout, flow, items arrangement and storage conditions); administrative management (reception, preparation, distribution, inventories, movements record, stock levels follow-up and reporting); and data collection (consumption data, quality data collection and communication management)Ensure that the required tools for pharmacy and medical stock management are implemented and correctly functioning along with proper support documentation (manuals and SOP’s – Standards of procedures)Be the focal point in the Medical Department for UniField (MSF ERP
- Enterprise resource planning tool) Oversee UniField development, ensuring it is user friendly, adapted to medical needs (related to medical stock management) and that pharmacists in countries of intervention receive adequate training and know how to use UniField Pharmacy staff HR support, briefings and trainings Participate as trainer, in the training of project staff, on internal training courses, and ensure knowledge transfer on new policies, protocols, guidelines, etc.Promote and support the role of the pharmacist in OCB projectsPerform visits to selected countries and projects of interventions for technical support related to GSDP compliance and pharmacy management REQUIREMENTSEducation & Experience University or master’s degree in pharmacy (or equivalent diploma according to the country of origin of the pharmacist)Minimum of 3 years of MSF International experience and having been a Mission pharmacist or Pharma Coordinator position in MSF Countries of interventions and/or Headquarters position in pharmacyExperience in pharmaceutical product supply and medical stock managementExperience in a managerial role is a strong asset Pharmacist Registration in Belgium To be a registered pharmacist in Belgium or willingness to apply to become a registered pharmacist in Belgium.
