Summary:

The incumbent is assigned to the Information Systems Center (ISC) and works under the direction of the Information Systems Officer (ISO).

The position is directly responsible for 250 OpenNet workstations in USNATO’s unique controlled access areas and manages the operation and cybersecurity of OpenNet and Dedicated Internet Network (DIN) networks.

The work schedule for this position is:

Not Required Duties In addition to the duties previously mentioned, the incumbent manages 150 mobile devices, including iPhones, iPads, and laptops.

The position drafts and delivers procedures and instructions on using all standard technology to customers and colleagues.

The incumbent ensures computer hardware and software are operating following Department of State computer security policies, standards, and guidelines.

Responsible for the management, control, and safeguarding of Sensitive but Unclassified (SBU)and Personally Identifiable Information (PII) that is processed on Department of State (DOS) Owned SBU networks.

Network and Computer Systems Operations Actively oversees the administration and security of OpenNet and DIN systems and networks.

These systems are of critical importance to USNATO's operation due to our inherent fast-paced multilateral and operational nature.

The incumbent must guarantee data and backup integrity, perform continual network performance optimization, and ensure system availability by observing the Department of State cybersecurity policy.

In addition, to secure system stability, the incumbent performs active maintenance by using enterprise monitoring tools.

• Coordinating the installation, testing, upgrading, and maintenance of IT software.

Identifies, troubleshoots, and replaces defective system or network components using spares.

Repairs equipment or delivers the equipment to the technical support branch after a technical judgment/evaluation.

• Managing user accounts for State and other Agency employees.

• Evaluating LAN security posture and risk levels by monitoring enterprise network management tools daily.

• Coordinating with US Government IT contractors to install and maintain enterprise network communication equipment.

• Overseeing and scheduling Information Technology Contingency Plan (ITCP) tests to protect IT equipment.

• Managing USNATO's Wi-Fi administration, troubleshooting, and security by using standardized management tools and applying Diplomatic Security cybersecurity baselines.

• Maintaining Multi-Purpose Room (Drew Room) conferencing system by ensuring all audio-visual components are functioning correctly and troubleshooting when a fault is discovered.

Administrative tasks are an equal part of the incumbent's responsibility and supplements system stability goals by:

• Overseeing the assignment and prioritization of myServices (help desk trouble/remedy tracking system) tickets.• Recommending, drafting, and establishing disaster preparedness guidelines.

Creates and tests scheduled system routines and procedures for daily backups and coordinates with domestic off-site data backup engineers.

• Drafting and publishing Standing Operating Procedures (SOP) related to systems troubleshooting and software installations and aids in maintaining network drawings and documentation/reports as assigned.

• Drafting non-technical documentation and advising the customer on new or existing technology processes or security guidelines.

• Acting as subject matter expert on modern technology solutions to provide advice and technical expertise to the ISO on acquisitions and efficiency updates.

Desktop Support Services and Mobile Technology Manages the technical administration of the USNATO’s Mobile Computing Program.

Primary management includes configuring smartphone devices, tablets, and laptops that utilize the Department of State enterprise standards.Inventory and Procurement:

Reports on all movement of IT assets and updates inventory using the Department of State inventory management system.

Qualifications and Evaluations Requirements:

Education:

Completion of secondary school is required.

Technical training required through one or a combination of the following:

Information Systems undergraduate degree, Microsoft Certification MCSA or MCSE, CompTIA A+, Security+, Network+, Cisco Certifications.Prior Work Experience:

Two years of progressively responsible experience in the information technology field, involving systems and network administration.

Work experience must demonstrate a thorough knowledge of Microsoft Windows operating environment and networking technology.LANGUAGE:

Fluency in English required.

This may be tested.

Education Requirements:

Completion of secondary school is required.

Technical training required through one or a combination of the following:

Information Systems undergraduate degree, Microsoft Certification MCSA or MCSE, CompTIA A+, Security+, Network+, Cisco Certifications.
