Our customers are internal users as well as air, transport, energy industry or national transport/energy authorities in Member States.
Several of these policies are supported by Information Systems, which are developed, tested and maintained under the supervision of the unit SRD.2 - Information management and systems, part of the Shared Resource Directorate of the above-mentioned Directorates-General.
In this context, the need for an ExpertProductOwner (EPO) has been identified.
The solution assignment may change over time, according to the portfolio/project/service needs.
2.
DESCRIPTION OF THE TASKS The following tasks will be performed by external service provider:
• Work within the agile process and be the final authority for decisions regarding priority, business value, and functionality for all the work done by the agile development team.
• Create, maintain, prioritize, and sequence the product backlog based on business value or return of investment.
• Manage work packages that the responsibility’s has been delegated to the External service Provider.
• Create user stories and acceptance tests from themes and features granular enough for a single sprint/iteration.
• When there are Business Analysts allocated to the project, supervise their tasks and deliverables.
• Be the liaison between business & development teams.
2 • Build an in-depth knowledge of goals and desired objectives of the project.
• Interact and validate requirements with the business/policy unit.
• Propose solutions by combining IT tools and business process refactoring or improvements based on an in-depth understanding of a specific business domain.
• Analyse and document Business requirements.
• Produce Business process analysis.
• Lead the decision-making process related to user stories scheduling into sprints/iterations (roadmap preparation).
• Together with the Project Manager , prepare and maintain the project and release plans, provide regular and accurate reports.
• Participate to retrospectives, reviews, and other Scrum-related meetings and ceremonies.
• Review deliverable and demonstrable product version/software functionalities after every sprint/iteration.
• Organize live demonstrations of the product at the end of the sprint/iteration.
• Facilitate the acceptance of the product by the business owner.
• Develop and maintain standards for testing.
• Writing User Manuals, Documentation and Wikis.
• Provide progress reporting.
• Assist with internal and external communication by improving of transparency and dissemination of information.
• Assist with prioritization and resolution of defects / bugs.
• Risk analysis.
• Take part or, when required, lead the definition of Business cases, Vision documents, Project Charters, Security Plans and Support’s FAQ.
• Support in transitioning from Project to Operations.

LEVEL OF EDUCATION As stated in the Article 2.6.3.1.
of DIGIT-TM II Service requirements, a minimum educational qualification for lot 3 is:
Level of education corresponding to Level 7 of the European Qualification Framework which typically corresponds to a master’s level or 5 years of higher education .

KNOWLEDGE AND SKILLS Following skills and knowledge are required for the performance of the above listed tasks:

• Experience working with EU legislations and extracting requirements from legal documents is an asset.

• Strong capacity to build an in-depth knowledge of goals and desired objectives of the project.
• Ability to perform Product Decompositions.
• Ability to produce high level estimations of the work to be achieved.
• Ability to organise workshops with many participants and collect feedback.
• Excellent knowledge broker.
• Capability to assign and supervise tasks to Business Analysts.
3 • Strong capacity to make business-priority decisions in projects in view of feedback collected from the Business unit and other stakeholders.
Due to the particular nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:
• Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team; • Ability to make presentations to Member State Authorities, excellent communicator.
• Ability to participate in multilingual meetings; • Ability to work in multi-cultural environment, on multiple large projects; • Excellent Team Player • Ability to understand, speak and write in English C1; French at level B1 or higher will be an advantage; • High degree of discretion and integrity is required as the applications managed and maintained in MOVE-ENER SRD.2 contain personal and confidential data 5.
SPECIFIC EXPERTISE, TECHNOLOGIES AND TOOLS • Following specific expertise is mandatory for the performance of tasks:
o At least 5 years of experience in Agile.
(Minimum competence level 4) o At least 1 year of experience with the methodology PM² Agile.
(Minimum competence level 4) o At least 1 year of experience performing ProductOwner tasks (Minimum competence level 4) o At least 3 years of experience performing project management (Minimum competence level 4) o At least 1 year of experience in projects developing GIS applications.
(Minimum competence level 4) o At least 3 years of experience in projects using Business Intelligence.
(Minimum competence level 3) o At least 3 years of experience in performing analysis utilising use-case specifications or user stories.
(Minimum competence level 4) o At least 3 years of experience in Functional Decomposition or Product Decomposition.
(Minimum competence level 4) o At least 3 years of experience in Agile toolbox (e.g.
JIRA, Confluence, BigPicture, Balsamiq, etc).
(Minimum competence level 2) o At least 5 years of specific expertise in BPMN or UML or other with equivalent value.
(Minimum competence level 4) o At least 5 years of specific expertise in Wiki and collaborative tools.
(Minimum competence level 4) o At least 1 year of experience working with EU legislations and extracting requirements from legal documents.
(Minimum competence level 3) • Experience in business-to-government definitions and related IT systems is an asset.
