In 2023 ICS2 Safety and Security Analytics (SSA) project went live.

In the subsequent software releases the business functionalities of SSA are being extended and the technical features are being deployed to enable further project development.In this context it is required the support from an expert on Data Engineering in order to:

• Contribute to and validate the data and systems architecture foreseen for the solution.

• Provide direct support to the project activities in the design, implementation and administration of the tools used in the SSA.

• Design, develop and implement data cleansing, data preparation or other type’s data processing solutions using the available tools in the context of the project.

• Follow up, coordinate and facilitate all data manipulation activities and initiatives in the course of the project and in the follow up activities.

• Provide support and training on data manipulation and processing to the different stakeholders of the project.

• Contribute to the ICS2 and SSA project in other data related aspects delivering on data modelling, interfaces definition, technical and functional documentation, etc.

• Support definition, design and use of the SSA platform focusing on data sources efficient integration, storage, accessibility and processing, data transmissions, interfaces and data security.

• Participate in the ICS2 analytics usage and test scenarios identification and investigation.

• Participate in the platform tool deployment, integration and administration.

• Identify, document and apply operational procedures for the use of the platform.

• Define and document technical specifications for the platform integration (interfaces, data models, etc.).

• Consider and map/apply on the platform the requirements and constraints from all ICS2 stakeholders.

• Contribute to ICS2 SSA data and integration architecture which satisfy above requirements and support future needs without significant rework for following ICS2 Release 3 and following eventual ICS2 Analytics evolution.

• Support the analysis and documentation priorities defined by MS for each set of requirements to ensure they are implemented within applicable constraints (timing, contractual, technology, infrastructure…).

• Direct support to the users of the platform facilitating their work while identifying and documenting potential improvements.

• Coordinate and share with all internal TAXUD stakeholders, ensuring all expectations, requirements and constraints are taken into account and validated in the discussions and documentation.

• Assess that the design of the system will fulfil the business requirements and non functional requirements (volume, scalability, stability, confidentiality, security, integrity, availability, usability, within an appropriate data governance approach from the perspective of the MS customs and TAXUD) • Propose systems, components and/or services architecture COTS software products, standards; and/or to evaluate technical offers of TAXUD contractors and other vendors.

• Investigate, evaluate technical solutions proposed by TAXUD contractors; and/or evaluate assessments/ benchmarking done by the external parties such TAXUD contractors, other DGs.

• Make proposals for architecture and data governance, taking account of the need for the analytics solution to support flexible multidisciplinary collaboration between Member States customs experts and the Commission, within the prevailing legal and governance framework, on permanent and ad-hoc use cases or evaluate equivalent technical offers of TAXUD contractors and other vendors.

• Being up to date with the industry evolution, with vendor product offerings and analytics technologies and increasing awareness of these into the organization.

• Analyse the integration of ICS2 SSA platform with ICS2 Common Repository data model and ensure their interoperability.

• Provide technology and architectural guidance for the ICS2 SSA design and implementation.

• Design of the Analytics Data Models and Data processing/ Data flows, including potential integration of ICS2 data from other TAXUD or Commission systems, from other institutions or from public data sets.

• Design and deploy (or support) of new data processing workflows.

• Design and ensure integration with ICS2 internal and external data sources.

o Produce and/or review documents.

This includes both functional and technical, system and application architecture documents; o Support development for implementation (end of Elaboration and beginning of Construction March 2021) • Report on the activities status (tasks progress, plan, actions, risks, issues, decisions, changes, etc.) within DG TAXUD and/or with Member States or other partners.

• Identify and escalate issues in relation to the analytics activities, in particular the ones with potential impacts on time or resources.

• Manage and follow up ICS2 technical activities during the project life cycle:

inception, elaboration, construction and transition.

• Coordinate with the projects' various stakeholders (DG TAXUD business and IT teams, subcontractors' teams, COTS providers, Member States' representatives, etc.) • Report on the project status (tasks progress, plan, actions, risks, issues, decisions, changes, etc.) within DG TAXUD and/or with Member States or other partners.

• Escalate issues, in particular the ones with potential impacts on time or resources.

• Produce and/or review large set of documents.

• Evaluate technical offers of TAXUD contractors and other vendors.

• Participate and contribute in meetings with DG TAXUD, contractors, Member States and/or other partners.

• Active participation in review of technical requirements and proposed solutions related to SSA Portal and SSA COTS (among the others:

Dataiku, Denodo, Superset, Jupyterlab and RStudio) • Active support to TAXUD Business team users on the use of SSA Portal and COTS
- SPOC with the contractors (ITSM3 Ops, SOFTDEV, COTS vendors) and architects on technical and operational aspects of SSA Portal and COTS
- Feedback to PM on the technical aspects of the implemented solutions
- Support to incidents handling:

follow up with ITSM3 Ops of status of technical incidents and review of proposed solutions; follow up with Business users of incidents reported, trying to reproduce them before their assignation to IT teams weekly follow up of global status of incidents In order to deliver the service, the consultant providing it should have practical experience in data architecture, experience with large scale IT systems and high availability, and meaningful knowledge and practical experience on Analytics, Big Data design patterns, data governance, service implementation patterns, distributed system design and messaging layer.

The practical knowledge of the COTS (Dataiku, Denodo, Superset, Jupyterlab and RStudio) is an asset
