The Information Systems that COMM.D.4 build and maintain support business processes in the areas of communications and internal administration.
A short, non-exhaustive overview of the existing systems is given below.
News Management System aims at managing and publishing the European Commission press releases and similar types of documents.
The database contains all the Press Releases of the Commission since 1975, the great majority of them in at least two languages.
Eurobarometer is a web-oriented system for the management of the Eurobarometer surveys lifecycle, the harmonization of 40 years of data, the publication of results.
JournaList is DG COMM system used to manage the accredited press.
It covers the whole process, from the request made by a journalist to the validation by the accreditation committee.
Political Reporting manages various types of European Commission Representations' reports aiming at providing accurate information on the political situation in the Member States on specific EU policy subjects and upcoming events linked to the EU agenda.
Visitors Centre is a web application managing the requests for visiting the Commission.
It covers the whole process, from the request until the final acceptance.
The systems may change over time, according to the portfolio/project/service needs.
In addition to the existing systems, unit COMM.D.4 need to acquire new competences to design/develop/build systems that are cloud-native.
The requested profile would be chiefly involved in a new IT project:
DG COMM Knowledge Platform.
This project aims at addressing the need for a more integrated approach to analysing and interlinking various types of data and knowledge.
Based on components like Microsoft Azure Data Lake Storage (ADLS), Azure Synapse (for ETL), and Azure Key Vault (for security), the platform should feature of mix of qualitative and quantitative data coming from different datasets and organise them thematically, presenting sophisticated visualisation (using Power Bi).
DESCRIPTION OF TASKS With no prejudice for the requirements laid in the document DIGIT-TM II, Service Requirements and Service Level Agreement for the specific Lot and profile, the external service provider will be requested to perform in following tasks:
• Data analysis and modelling (large volumes of data from several data sources) • Design and development of architecture components and building blocks using cloud components • Engineering of Azure data lake storage (raw data, unstructured, semi-structured, scrapped content) • Technical interface between project leaders and developers • Analysis of possible integration of generative AI components • Analysis of compliance with applicable (EC) standards (including Information and IT Security) • Contribute to IT Security Risk analysis • Elaboration of functional and non-functional requirements and business case analysis.
LEVEL OF EDUCATION As stated in the Article 2.6.3.1.
of DIGIT-TM II Service requirements, a minimum educational qualification for DIGIT-TMII lot 2 is Level 6 of the European Qualification Framework1 , which typically corresponds to a bachelor degree of 3 years.
KNOWLEDGE AND SKILLS The following knowledge, experience and skills are required for the performance of the above listed tasks:
• Good knowledge of architecture best practices and patterns • Good knowledge of microservices and architecture in the cloud • Good knowledge of modelling tools • Good knowledge of Relational DBMS • Ability to participate in multi-lingual (EN / FR) meetings, good communication skills; • Capability of integration in an international/multi-cultural environment, rapid self-starting capability and experience in working in team; • Analysis and problem solving skills; • Capability to write clear and structured technical documents in English; • High degree of discretion and integrity is required as the systems developed-maintained by COMM.D.4 may contain personal and sensitive data.
