10pt;>Assistance and Advisory Service (AAS)
10pt;>The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider.
It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
10pt;>To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce.
The NCI Agency workforce strategically consists of three major categorise's:
NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s.
The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Duties and Responsibilities
Support Neo eProcurement external users (Suppliers) on Neo Service Desk (JIRA ticketing tool) under minimal or no supervision
Support NCI Agency Master Data Management Team in their daily work (for example and not limited to:
Neo registration of Suppliers; master data entries and modifications in EBA)
First line functional support for Acquisition users of EBA, resolving day-to-day operational problems in support of EBA Business Support Office (BSO);
Liaise with Second Line support (IT) to document functional requirements/errors of EBA through EBA BSO;
Design and develop reports and dashboards, provide access control to Business Intelligence users, and provide expertise for the maintenance of metadata;
Support User Acceptance Testing and provide assistance in upgrades and patch releases to the Acquisition EBA/Neo system;
Provide technical and functional expertise to EBA Acquisition users and related stakeholders;
Support change process for introduction and integration of new functionalities, contribute to overall business processes improvements initiatives for Acquisition Directorate and NCI Agency;
Support producing detailed WIKI guidance, business processes and other documentation, as needed, related to Acquisition processes used in EBA/Neo;
Work independently without the need for supervision;
Support audit reviews as needed;
Build strong relationships with other strategy and policy staff as well as System Functional Administrators inside and outside NCI Agency;
Performs other duties as may be required.
Essential Skills and Experience
Current experience and demonstrable skills in testing and support of ERP systems based on Oracle E-Business Suite (EBS);
Excellent functional knowledge of Acquisition related modules of Oracle E-Business Suite (iProcurement Purchasing, Advanced Procurement Suite);
Good functional knowledge of Oracle E-Business Suite related modules:
Finance, Human Resources, Logistics (Inventory, Order Management) and their integration with one another;
Knowledge of incident management processes, and experience in this area;
Understanding of Acquisition business structures, data and reporting;
Experience in documenting business processes and procedures;
Exposure to working in the public sector;
A thorough knowledge of English is essential;
Shows respect for the views and contributions of other team members;
Easily establishes good relationships with customers and staff
Education
Higher vocational training in a relevant discipline with 4 years post-related experience.
