In addition, PMO is managing several funds, such as the unemployment fund and the Joint Insurance Schema whose beneficiaries are currently employed and former EU staff.
PMO comprises 8 units based in Luxembourg, Ispra and Brussels.
Within the PMO, the unit PMO6 –Digital Solutions, based in Brussels, provides services, solutions, guidance, and expertise in the areas of data and reporting, Cybersecurity, IT application coordination and infrastructure.
Consequently, the unit supports the operational and strategic activities of the PMO with the aim to improve efficiency through information and knowledge sharing, interoperability, integration, and standardization.
PMO is undergoing a digital transformation, in line with the EU-wide HR Family Transformation Programme (HRT) and the financial transformation programme (SUMMA).
Those programmes are the flagship initiatives within the new EC Digital Strategy and the EC corporate Double Pillar Approach (DPA) and are implemented using Commercial Off-the Shelf solutions (COTS) from SAP and ServiceNow.

DESCRIPTION OF THE TASKS The HR Transformation (HRT) and SUMMA are the leading transformative programs in the unit.
HRT is a multi-annual program that aims to replace the existing IT solutions in the HR domain by commercial off-the-shelf (COTS/SaaS) solutions.
The program takes a holistic approach covering business and IT, all staff from pre-hire to retired, all HR services across the HR family, including the correspondents in the DGs up to Inter-Institutional level.
SUMMA is a multi-annual program that aims to replace the existing IT solutions in the finance domain by commercial off-the-shelf (COTS/SaaS) solutions.
The program takes a holistic approach covering business and IT, all finance services across the Commission, including the correspondents in the DGs up to Inter-Institutional level.
The proposed candidate will work for the HRT and SUMMA programs in the Sector IT portfolio, programme and project office.
The person will be assisting the Head of Sector, Head of Unit and System Owners to drive and achieve the digital transformation of the PMO IT portfolio, in line with the EU-wide HR Family Transformation Programme (HRT) and the financial transformation programme (SUMMA).
Those programmes are the flagship initiatives within the new EC Digital Strategy and the EC corporate Double Pillar Approach (DPA) and are implemented using Commercial Off-the Shelf solutions (COTS) from SAP and ServiceNow.
The following tasks shall be covered by the service contract:
• Analysis of the integration of different information systems.
• Data analysis and data modelling.
• Coordination of the implementation of the technical architecture.
• Technical interface between the project leaders and the developers.
• Production of software architecture documents.
• Participation in technical working groups, progress meetings and meetings with the users.
• Assistance during relevant parts of testing, analysis, technical documentation, deployment, evaluation, and reporting.
• Creating designs and blueprints of CloudArchitecture.
• Review of the architecture of existing systems to migrate of existing system in the cloud.
• Design and development of architecture components and building blocks using cloud components.

LEVEL OF EDUCATION As stated in the Article 2.6.3.1.
of DIGIT-TM II Service requirements, a minimum educational qualification for lot 2 is:
Level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a bachelor degree of 3 years.
The associated scores for education are as follows independently of the lot:

KNOWLEDGE AND SKILLS Following skills and knowledge are required for the performance of the above listed tasks:
• Strong development background, experience with cloudarchitectures and experience with ServiceNow platform • Good knowledge of ServiceNow application design • Good knowledge of ServiceNow Modules:
ITSM, HRSD and App Engine.
• Good knowledge of data analysis and data modelling • Ability to perform proof of concepts (PoC) efficiently and fast.
• Good knowledge of Business Intelligence / SAP BODS 4.2 and WEBI • Very good knowledge and practice of service oriented, REST web services, architecture • Very good knowledge and practice of secured system interoperability on mesh network topology • Very good knowledge and practice of Confluence, JIRA, SMT, Outlook • Very good ability to cope with fast changing technologies used in applicationarchitecture, design, and development.
• Very good analysis and problem-solving skills.
• Very good ability to solve problems efficiently and fast.
• Very good capability to write clear and structured technical documents.
• Good knowledge of the standard technology stack and building blocks of the Commission • Good knowledge of the Commission IT & administrative procedures.

• Good ability to participate in technical meetings and good communication skills in English and French • Excellent ease of communication in English and French (both verbal and written); other additional EU languages will be considered important assets.

SPECIFIC EXPERTISE Following specific expertise is mandatory for the performance of tasks:
• Extensive experience as Solution Architect (application design) • at least 5 years of specific expertise in JAVA, APIs, and Systems Integration • Excellent knowledge of Project Management frameworks, including PM2 and/or SAFe • at least 5 years of experience working as Tech lead.
• at least 3 years of specific expertise in ServiceNow.
• at least 2 years of specific expertise in SAP BI/BO • Proficiency in Angular (latest versions, build and automation tools), Bootstrap and Typescript.
• Good knowledge in client-side development of complex applications involving:
multi module, Web Components.
• Experience in Web security, authentication, and authorization protocols (OAuth, Open ID Connect).
